Heating assistance clients at Belmont County's Community Action Commission are planning to line up outside in the middle of the night, on the day the agency starts taking applications.

ST. CLAIRSVILLE, Ohio -- The HEAP program provides help for low-income families to heat their homes.
This year they'll start taking applications for this help on November 3.
They are only allowed to schedule 26 appointments for each day, and already their appointment book was filled 20 minutes after they opened their office at 8 a.m.
Intake worker Jaime Stephen says people are in desperate need this year.
"The phones have been ringing off the hook," Stephen said. "They have no propane, no fuel oil, have disconnects on gas and electric, some people have been shut off already and they're in desperate need of help."
In addition to the 26 scheduled appointments they accept each day starting Nov. 3, they will also accept 18 walk-ins.
Clients have already told them they plan to line up outside at three a.m. in order to be accepted as a walk-in.
