Appellate court, public financing of campaigns are suggested.
CHARLESTON -- The state Independent Commission on Judicial Reform has issued a final report that recommends the formation of an appellate court and a pilot program that would permit public financing of judicial elections.
Gov. Joe Manchin created the 10-member commission in April to “evaluate and recommend proposals for judicial reform in West Virginia.” Sandra Day O’Connor, former member of the Supreme Court of the United States, served as honorary chair.

In addition, the commission also said the Legislature should write into law a version of the advisory committee process the governor now uses to assist with appointment of candidates to fill interim vacancies in the judiciary.
The commission also suggested that the state Supreme Court of Appeals study the feasibility of establishing a business court in West Virginia.
