Steptoe & Johnson PLLC will host an interactive webcast at noon Dec. 19 to discuss recently passed legislation that regulates drilling in the Marcellus shale.
Both chambers of the West Virginia Legislature approved the sweeping Horizontal Well Act earlier this week during a four-day long special session. Gov. Earl Ray Tomblin has indicted he plans to sign the bill into law.
The webcast will focus on the law and its affect on oil and gas developers. It will feature Steptoe & Johnson's Energy Law Team Leader Sharon O. Flanery, environmental attorney Armando Benincasa and Government Affairs Coordinator Gil White.
The three panelists will discuss various aspects of the bill, including:
- Increased permit fees
- Well location restrictions
- Surface owner notice and compensation provisions
- Water use and wastewater handling
- Road use agreements and
- Enforcement authority of the Department of Environmental Protection
The Horizontal Well Act is the first law passed in West Virginia governing production in the Marcellus shale.
