The West Virginia Ethics Commission announced two sanctions Oct. 4 for two public officials.
The commission imposed sanctions totaling $6,250 to Wirt County Assessor Deborah Hennen for "misconduct that included using public funds for her own personal use," according to a news release from the commission. Hennen admitted in a conciliation agreement to borrowing public money collected from dog license fees. According to the agreement, she would repay the public funds at the end of each month before the money was turned over to the sheriff. Hennen also acknowledged discrepancies in her travel reimbursements, according to the commission, along with personal use of public equipment and resources.
Hennen's sanctions included a public reprimand and a fine of $4,000. Hennen is running for her position unopposed in the General Election.
Mason Mayor Mindy Kearns was given sanctions totaling $1,750 because of improper employment and payments from the Town of Mason, according to the commission. Kearns admitted to appointing herself as the town's water and sewer commissioner and also voting for a raise for the position, according to the conciliation agreement.
Kearns agreed to repay the increased compensation of $1,250 and also to stop accepting payments for the position. Kearns also received a public reprimand and a $500 fine.
