In West Virginia, it sometimes seems like the people and the government operate in two different worlds.
In our world, we have to pay all of our bills and make good decisions or suffer the consequences. In their world, that’s not always the case.
I think it’s time we changed that.
In keeping with Governor Joe Manchin’s plan to make government more efficient and effective, we’re asking you to get involved and send us your suggestions for making state government better.
Whether it’s a plan to save money, make a state program better or just bring a little common sense to government, we want to hear about it.
We’ll put the best ideas on the air, and if they’re good enough, you may even get to see them put into action. In the meantime, you can check back here and see what other folks are coming up with.

Dropping the tax on food and reduce the tax on gasoline should help a little. We the people need all the help we can get. Diane Alma, W.Va.
I suggest voting everybody out of office and voting homeless people in because they know what the people need. They don't worry about how much they get paid. Get people in office who are actually for the people and not their pockets. Richard Carpenter Charleston, W.Va.
How about put the tax back on gasoline that the Governor "kept" from being added so we could pay for new roads and maintain the ones we have. Infrastructure equals jobs.
Also, don't lower the food tax anymore. Five cents here and there isn't hurting anyone. Yes it's regressive, but increase the lowest level of income tax so that the poorest could pay less, that would be a much bigger benefit than the food tax to the poor. Most of them use food stamps anyway. A food tax is easy to administer unlike complicated business taxes, you have less to no people avoiding a sales tax. Mark South Charleston, W.Va.
Restore full funding to the Route 2/I-68 Authority and place both the Route 2 expansion and the I-68 extension back on the priority list for state road projects. Congresswoman Capito can have her Route 35 project, but it will still take 20 years to complete. Route 2 could be finished in 10 years. Michael Wheeling, W.Va.
Please stop paying for people on Medicaid to go to the doctor. Not only does the state pay for the visit but then pays .445 cents a mile to the driver. This adds up to quite a lot of extra money that could be used to fund other needed programs. Angela Fairmont, W.Va.

State Government is top heavy with so many high salaried managers and directors in the agencies. Get rid of some of these individuals and raise the pay and morale of state workers who actually do most of the day-to-day hard work in the "trenches". There should be a limit as to how many directors, assistant directors, commissioners, assistant commissioners, deputy commissioners, etc. an agency can have. Also, we need to stop creating more and more agencies, i.e.. The new WV Office of Minority Health - a new DHHR Agency. I don't feel this is necessary. Minorities are already being helped through the DHHR. Why a "special agency" all their own?

West Virginia needs to quit "giving away" tax breaks to corporations and developers. In the Morgantown area this is a regular occurence and is approved on a regular basis by the county commissioners.
The state needs to institute zoning laws throughout the state, which will improve the beauty and planning that is lacking all over. This also goes for roads. As long as our transportation infracture is crumbling, the development will also be lacking. There is no planning at all in the Morgantown area with regard to development, roads or infrastructure. This hurts commerce when the roads are iso clogged and in such poor condition that you can't get anywhere.

Cut politicians pay down to minimum wage and see how the other half lives.Try to pay your personal property taxes,real estate taxes, home owners insurance,car insurance, rent, utilities and feed 2 children without the assistance of DHHR. Enforce separation of church and state! Also, place limits on the hiring of relatives for state jobs and positions with utility companies. Legalize table games and compete with PA in the gambling industry. WV also needs a large airport like Pittsburgh has. It would open up our state to many things and drastically increase tourism. It would appear that the logo "Wild, Wonderful West Virginia" has evolved into "Locked up and Gated, Corporate-Owned West Virginia." Anyone who gets off the beaten trail in this state can see that most of this state is owned by coal, gas or timber companies, and has been for years. The taxes collected from these large areas are most likely nothing if (the lands are) not being clear-cut, drilled or mountaintopped. These properties lay for years without any developement. That may be a factor in why small businesses and the working class take the tax burden. If land is not available and affordable, how will any future development occur? Maybe the government should put taxes on the corporate land-owners if there are not (a certain number of people) their lands. So what if they threaten to leave? They just dangle the carrot to us from time to time anyway. Maybe they would be compelled to sell desirable land to investors other than coal, gas or timber companies. I wouldn't hold my breath for that one though, since a few elected officials most likely have interest in these lands. J Curry Marmet, W.Va.
West Virginia needs to repeal the food, clothing and gas taxes in order for the working-class people to make it here. I have talked to people from Michigan, Florida, Tennessee, South Carolina and Morth Carolina and they all tell me that West Virginians are taxed way to much. With property tax, vehicle tax, inspection stickers, food tax, gas tax, etc., it is no wonder that this are poor people in this state. K. Walton Oak Hill, W.Va.
I see state and county employees driving around in 8-seater SUVs with one person in them. This is no way to save on your gas bill. (I also see state and county employees) driving them back and forth to work. Nobody else gets to do that.

Drop the sales tax on food and clothing completely. This allows the poor to purchase these items without an additional burden. The state could tax non-staple food items, or clothing over a certain dollar amount. For instance, a shirt costing 50 dollars, the state could tax the thirty dollars over a $20 maximum. Then, luxury clothing items could still be taxed and not be a burden on the poor. The sales tax for other items that are non-necessities could be raised to 7 or 8 percent to make up for the loss of revenue and probably actually increase state revenues. This keeps the sales tax from being a burden on anyone, but still allows the state to make as much if not more revenue than they would otherwise take in. Tom Bias Morgantown, W.Va.
Presently, when a high school grad considers which state institution to attend, it is impossible for them to determine which has the best program for their field of interest. For example, if a person wants to become a teacher, it is impossible to use available sState information to rank the quality of teacher education programs offered at our institutions. Recruiters associated with all our institutions claim that the institution they represent has the best program in the state. It is a sad state of affairs when more comparative information can be obtained about pick up trucks than the quality of academic programs for state institutions. There are several metrics which could be published for comparataive purposes to include MCAT, DCAT, PCAT, GRE, LSAT, PRAXIS scores. With some creative thinking, metrics could be designated to publish to enable W.Va. students to engage in comparative shopping when deciding on an institution to attend. Also, public disclosure of comparative information would encourage administrators in our higher education system to improve the quality of education of at their institutions. Carl L. I have heard that a few counties within the state charge railroads about 1 cent per ton of coal that is railed through their county. That sounds like a good idea for starters. Eliminate the personal property tax on vehicles. Investigate more into politicians in the southern part of the state padding their pockets and more into professional artists (check drawing people) shafting the system. Lower the fuel tax, insurance rates, repave more highways, start a state-wide fire tax, and keep Wal-Mart out because they are killing the small people and the family owned businesses. My suggestions…get rid of the food tax, school clothing vouchers and bring back tax-free shopping week.
Also, I suggest the state propose that property be available to generate revenue for the state of West Virginia by attracting visitors from other states and countries consequently creating more jobs for its own citizens…AND have the citizens of the state vote on what type of major tourist attraction they would like to see built here.
Additionally, limit the liabilities that state employees create year after year. For example, cheaper office supplies with a tighter inventory, less expensive office equipment and scrutinize employee expenses such as petty cash and credit accounts.
I would also like to see a state run spay and neuter mobile to help control the pet over-population.
Another suggestion would be create more jobs by adding many more Disability Investigators. I think everybody in this state knows of at least two people collecting disability just because the recipient would rather npt work. Adding these investigators would help weed out the fraudulent cases.
In addition, West Virginia needs to toughen up on the child support laws. Why wait until an absent parent is over ten thousand dollars in arrears before legal action can be taken? Meanwhile the child suffers…makes no sense to me.
West Virginia also should eliminate small town post offices and in place build one big post office serving several towns with home delivery available to all residents….
AND my final suggestion, hire more police officers and emergency response times could be drastically reduced.

Shake up at leat two agencies, the PSC and the DEP. We need people in these agencies who actually give a darn about the people of the state. Ship Don Blankenship and Massey Energy out of the state. What is good for "Donny" is extremely bad for West Virginia. Re-regulate energy prices and get them off the commodities exchange. There is too much manipulation going on there that is driving prices up. Especially oil, natural gas, gasoline, and coal. Lacy Winston Jr. Beckley, W.Va.
Easy, as an New Yorker attending WVU, mass transit should have more of an emphasis. With the city growing, (it) adds more traffic to an already congested street problem. Imagine a PRT that circles around Morgantown with the help of the state. Imagine more buses added to busy routes that go in each direction every 15 minutes. Imagine a foot bridge that goes across the top of High St. With more effective mass transit, less students will be less inclined to use their cars. I wouldn't mind paying for better service. I would also fix the slum landlords and the corrupt government that supports them. As well I would also cut down on corrupt police officers. In NY we call police like this "cowboys", that act now ask questions later mindset. As I see it being an outsider, this state is very corrupt from the top down, and it is the average citizen who pays the price. State agencies are sending truck loads of old computers to an out-of-state recycling service, and paying $.08 a pound to do this. The WV State Surplus Property Division will no longer accept most old computers. Computers are being replaced with new updated ones in state agency offices every day. There should be a way of donating these old computers to schools, churches, etc. instead of paying to get rid of them. Stewart Charleston, W.Va.
Have the state build a second Tamarack in the Wheeling area near interstate 70. With all of the development going on with Cabela's and the new theme park this would help with the growing tourism industry in the Northern Panhandle. Then have the state build another one in the Eastern Panhandle along the growing I-81 area. Then have the state parkways authority expand the original Tamarack into more than just a stop on the Turnpike but a destination. The state could work to attrack businesses like a Bass Pro shop for the southern or eastern part of the state. The state needs to make the Harrison/Marion airport multimodel by adding railroad lines directly to the airport business park and runaway areas.The state needs to work on developing the old strip mine sites into industrial parks focused on the emerging automotive industry. States all around us have large industrial parks to get major factories like Nissan and Honda to name a few. One reason why Saturn, Nissan and other companies did not locate here is the lack of available land. Finally the state must eliminate the business tax. I personally think we need to do away with personal property tax. I also think that someone needs to audit auto insurance companies. It is absolutely disgusting the amount of money they make, versus the amount of money they have to pay on claims. What is this about having to also carry uninsured and under-insured motorist coverage in a state where everyone is required to carry insurance? The state needs to regulate this much better. Why should the state have a law that says I must carry insurance, then contradict itself by also having a law that says I have to carry uninsured motorist insurance? It does not make sense. It just keeps getting worse and worse. The state expects you to pay and pay and pay these higher and higher prices for everything and then you have to pay to keep paying. I see alot more money going out than I do coming in. I was laid off from a job in 2000, today 6 years later I still don't make what I did in 2000 and I owe more bills, thanks to the insurance and utility commissioners who keep giving these buisness the right to steal from WV families. The northern panhandle should secede from the state. The tax revenue generated form the northern panhandle counties have carried this state for decades. When we ask for help or state money for major infrastructure or development projects we are continually turned down. Our legislators in Charleston seem to forget that we exist up here except when they have their hand out for tax revenue or a vote. Maybe if we kept our tax revenue for the two race tracks, Cabela's develpoment and the few manufacturing jobs that are left in the Panhandle they would take notice. I can only imagine what potential the new state of "North Virginia" would have when we would be able to control our own destiny for once. David Weirton, W.Va.
I suggest that the state works on redoing secondary roads like (those that run ) through Gore and Sardis because the coal trucks have torn up those roads so much. And also there are about 5 hazardous places where you have to get over into the other lane to miss (potholes), because they take up half of the road and are about 4 inches deep. Something needs to be done to staunch the influx of out-of-staters who come to WV in order to collect disability. I am not speaking out my tush. I live in a shelter, not for too much longer, I think. I am thankful it was there when I first needed it, but I choose to work in order to avoid the poverty trap that disability is (pride has its merits). I am aghast at the number of people who are put onto a Greyhound bus, given one way fares into WV, and do this because they have been told that it is easier to get disability in WV than in any other state. It's like these people are (funneled) into WV, and that is so revolting.
Right now,and this is a bigger issue I think, I know of a lot of people hovering between wanting to work and wanting disability--the need is as thin as a wire--who choose disability because the income monthly is equal if not better than a minimum wage job would be, plus they'll get medical coverage. These people have zero incentive to go to work and if you look at it from their angle who can blame them? We need to up minimum wage. There's talk it'll put people out of work but let's face it if you're an employer, can you really afford to keep hired help when many of your customers are mostly minimum or near minimum wage workers who are now choosing to pay for gas rather than shop in the stores? I am a state employee who travels in and out of the state a lot. I frequent the welcome centers and am apalled at the shape that they are in. The sinks don't work and the restrooms are smelly. I have called this to the manager's attention several times, and have never gotten a response. Yvonne Fairmont, W.Va.
After reading all the suggestions/complaints, it seems that there is an agreement on some of the problems. There isn't any one solution to the problems of our state and government.
I can agree with the taxes on food being removed, since it was only put back into effect for a few years to help out our state. Of course this was many years ago. Due to the taxes on food, I purchase my food in Ohio and I'm sure sure that others bordering taxfree food states do. And due to smokefree laws for reasturants/clubs in some of our counties' I eat out in Ohio and buy gas and cigarettes too since I'm already there. WOW! Come to think of it I spend all my money in Ohio. Except Utilities and State/Local Taxes.
I'm not sure how many people do the same, but this could be a reason why there are layoff/cutbacks at our local businesses.
Of course if the Food Tax is removed then the state would have to cutback or the revenue would have be be recouped in another way.
Bottom line is that there aren't any real solutions to our problems that doesn't create another.

Oil, gas, and mineral rights need to automatically convey with any sale of real estate. West Virginia is one of very few states where OGM rights do not convey with the purchase of real estate. As a result, many historical sites in West Virginia are vulnerable to exploitation by mining and drilling industries. For instance, one of the most significant Civil War battlefields in West Virginia, Rich Mountain, just west of Beverly, is threatened by the proposed opening of a coal mine on that mountain.
We have lost so much of our state and national heritage. Must we lose more simply because private property owners have no way to secure their integrity of their real estate against commercial enterprise that has no regard for historical significance or aesthetic appeal?
I appeal to our our state legislators to address this issue and provide greater protection for private real estate ownership by requiring automatic conveyance of all OGM rights with property acquisitions. Dr. Timothy A. Hart Clarksburg, W.Va.

Give tax breaks to all current businesses and incentives to businesses who will locate here in WV. Lower taxes will entice businesses to come to our state, which in turn brings better jobs! What ever we do - do not increase the minimum wage - that will hurt small businesses, and many people depend on them for a job. West Virginia has been my home for all of my 37 years. In my travels throughout the U.S. for my job as a welding inspector I have discovered that people seem to be much happier elsewhere. Open up your atlas and pick somewhere. My suggestion would be for everyone to leave this state to the people who own it and let them have it. I am referring to the lawyers, doctors, coal executives and politicians. Put back the sign that said "last one out, turn out the lights". There will never be any great growth in the state because of the people who run & own this state. Fire all of them and start over with working class people who are not wrought with greed, corruption and hunger for corruption and hunger for power. I love this state but I will soon be forced to take my children away from their grandparents and move elsewhere because the people of our government have no backbone and no morals. In West Virginia, we, as well as other states, have many parents who do not pay child support. In the state of West Virginia if you do not pay your child support you can lose you drivers license and lose or be denied hunting and fishing licenses. However, in my own experience, this is well and good, but, we need to go a step further. There are many self-employeed parents who owe child support and many of them who own their own buisnesses as well as some who work under the table for other buisnesses that do not report their income to WV Child Support Enforcement Division. We need to pass a law in West Virginia to refuse any parent refusing to pay their child support the right to obatin a buisness license and put more focus on investigating the ones who choose to work under the table by rewarding people for turning in someone they know doing this as well as fining buisnesses that choose to allow this activity to go on. As for now, we should encourage citizens to report employment under the table, as many of the people working under the table are probably recieving assistance that they may not be eligable for.(ie: disability, welfare ect..) Weirton needs to have a large office building near the PA border to try and pull businesses from Pittsburgh with tax incentives. I, for one, moved out of the state because I have saw that the future of the valley was going away. I now live near Cleveland and would love to move back to the state if there were jobs in my industry, computer networking.

Travel expenses and some purchases need to be scrutinized at the management level and management should be held accountable for any mismanagement of taxes spent. Taxpayers need to know that the honest, hardworking lower-paid state workers get very little (pay raises) when there is mismanagement at the upper level of state government. Eliminate personal property tax. Put the penny back on the sales tax if you must, but personal property tax is just wrong. I have lived in other states and this is the only state that I have had to pay personal property tax.

This is a walfare-run state, and any more mention of "universal healthcare" is going to cause me to just break! Medicaid is universal health care. It is better then what I pay 300.00 a month for. We have the old Weston State Hospital and all the acreage here in our city. My comment: house every state agency in it. There is plenty of room, parking, for DHHR, state highways, DMV and all other state agencies could be in one already state-owned building, eliminating the need to spend taxpayers' dollars for leasing/renting other properties. Government spending is getting way out of hand, when resources are tight.

I would request a federal inspector general audit of the West Virginia Department of Health and Human Resources. And to stop the privatization by DHHR of Federal tax money funneled into programs run by cronies to skim money from the WV poor children and elderly. There is absolutely no oversight of US tax dollars flowing into WV intended for the needy. The DHHR scheme is similar to what was discovered in the probe of Mollohan set up to benefit everyone but the poor. Why is UNYSIS, a private company, doing all of the Medicaid billing? Why is Sodhexo, a private company, not forced to explain federal tax dollar profits from feeding the poor or report expenditures? My thing is on coal mine safety. We need quick emergencey exits in the mines. In case of an emergency we can get them out. Get a train car big enigh to carry the men and their tools. Also have a emrgencey alert, kind of like a fire alarm sound, for an emrgency exits.

Don't allow people to live off the welfare system. Give them a time period to get back on their feet and than discontinue their benefits. Don't allow them back on the system unless they wait out a certian time period.
Drop the B & O Tax inside the city limits of Fairmont.
Drop the food tax within the state.
Mandate a cost of living raise to all employers within the state. No one can survive on minimum wage.
Quit giving tax breaks to the rich and making their life easier for them. They are no different than the rest of us working within the state so they don't desrve any special treatment.
Quit paying for travel expenses, seminars and other items for elected officials.
Someone needs to investigate the court system in the area, why do some people get by with murder or selling drugs and can still walk the streets or they get a slap on the hands while someone with a less serious crime gets the book thrown at them. Something is wrong somewhere.
Child support office is a total joke! So many case loads and so few employees. You can have the same case worker for 2 months in a row. Do they really try to go after those who owe the support? Some people are not that hard to find.
Welfare office? Don't even get me started. These people look so unprofessional and treat you like the money is coming out of their pockets. They make you sit for hours and hours. They can't tell you anything over the phone so you waste trips into their office. Some information can be discussed over the phone like what to bring with you, the income guidelines and what services are available on what days.
Need assistance? Don't go apply for welfare. If you have worked all your life and than end up losing your job because the place shuts down, you can forget trying to get assistance from the Government, because you have made too much money. They are only there to help those who are lazy and don't want to work. They will tell you to sale your home or car, in order to get benefits. What a joke!!!! Melodie P. Fairmont, W.Va.
Given the amount of natural resources that are being harvested from this state, no individual should have to pay income taxes. Any raw material that leaves this state, or any company that does not have its true corporate headquarters in West Virginia (even if it makes a finished product here) should be tariffed to relieve the burden individual tax payers now endure. Make a review of the social security disability program. We could fund social security retirement with the money saved from people receiving checks who can work. Social Security Disability has become the new welfare check. I see people every day who are getting SSI Disability and they are moving better than I am. Have designated physicians perform annual exams to evaluate recipients. I personally know several recipients who are able to work but have found a way around the system. Well. where can I start? Taxes,taxes and taxes for one, everything from states income, to food, to personal property taxes, just to name a few. They oppressively high and hurt people in a higher earned income bracket. The state has always punished hard working people of the state and reward the non-contributers who are able to work. Stop the law that prevents the right to work law. make WV more enticing to bussiness by doing away with punishing bussiness tax and double tax like B&O Taxes in some towns and cities which keeps businesses away......I find it amazing people believe that higher taxes bring in more revenue when it has been proven time after time that the lower the taxes the higher the tax receipts are because people have more money to spend and businesses will hire more people...the state government for jobs are not the answer! Supervise the state road department. Often you see 4 or 5 men leaning on shovels or just standing while one man is doing the work which is really a waste of man power. The county supervisor really doesn't need to drive the state vehicle to and from his home especially with the price of gas today. The majority of college educated people leave the state. What is left behind are alot of poorly uneducated people. This state needs people to think outside the typical West Virginia box. We need to keep our educated people in state. These are the type of people that make changes. Instead, you go round and round with that same old mentality that got this state nowhere. We need the type of companies which need educated people like engineering, chemical and manufacturing companies which pay higher wages. If more jobs do come to the state, the majority of them are low skilled, low paying jobs. Hence, more poverty for the state and the more run down it becomes. Give incentives to companies to come to the state that need educated people. Quit taxing them to death. Oh yeah, get rid of the crooked politicians first. The reputation for crooked politicians here are horrible for this state. They are scaring business away. Wipe the slate clean and get new mayors, governor, etc, etc. None of these guys did anything impressive anyway.
